For me its hard to date it. Probably dates to early 1900s...
Leather part is Deer Hide. It has two feathers with metal cones.
Cones did not attract magnet. It has a spot that missing beads. There are 2 holes on the bottom part. Front - bottom deer hide has darker color and stiff / hard, its not soft like top part.. Not to use, its fragile.
